APPLICATION PROCESS

Provided that they are either in the final year of high school or have already graduated:

  • Foreign nationals (on the condition that those studying in secondary education [high school] institutions in Türkiye must have been enrolled before the 2022–2023 academic year, excluding embassy schools, international private education institutions listed in the MOBİS system, and foreign nationals brought to our country within the framework of projects carried out by the Ministry of National Education),
  • Those who were Turkish citizens by birth but later lost their Turkish citizenship by obtaining permission from the Ministry of Interior to renounce Turkish citizenship, and those who certify that they hold a Blue Card granted upon request to those who have lost Turkish citizenship (on the condition that those studying in secondary education [high school] institutions in Türkiye must have been enrolled before the 2022–2023 academic year) (According to Article 7 of the Turkish Citizenship Law No. 5901, “(1) A child born in or outside Türkiye to a Turkish citizen mother or father within the marriage union is a Turkish citizen.” Candidates applying to quotas for admission from abroad are advised to review the Turkish Citizenship Law.),
  • Those who were foreign nationals but later acquired Turkish citizenship / dual nationals in this situation (on the condition that those studying in secondary education [high school] institutions in Türkiye must have been enrolled before the 2022–2023 academic year),
  • Turkish citizens who have completed their entire secondary education (high school) in a foreign country other than the TRNC (including those who have completed their entire secondary education [high school] at Turkish schools established abroad under the supervision of the Ministry of National Education),
  • TRNC nationals who reside in the TRNC and have completed their secondary education (high school) in the TRNC and possess GCE AL exam results, as well as those who enrolled in colleges and high schools in other countries between 2005–2010 and obtained/will obtain GCE AL exam results, or TRNC nationals who have completed their secondary education (high school) in a foreign country and hold a TR-YÖS result,

shall have their applications accepted.


Applications from the following candidates will not be accepted:

  • Turkish citizens who completed their entire secondary education (high school) in Türkiye or in the TRNC.
  • TRNC nationals, except for:
    • those who completed their secondary education (high school) in TRNC high schools and have GCE AL exam results,
    • those who enrolled in colleges or high schools in other countries between 2005–2010 and obtained/will obtain GCE AL exam results,
    • TRNC nationals who completed their secondary education (high school) in a foreign country and hold a TR-YÖS result.
  • Dual nationals whose first nationality at birth is Turkish, as defined in subparagraph 2 of item (a), except those who meet the conditions stated in subparagraph 4 of item (a).
  • Dual nationals, one of whose nationalities is TRNC, except for:
    • those who completed their secondary education (high school) in TRNC high schools and have GCE AL exam results,
    • those who enrolled in colleges or high schools in other countries between 2005–2010 and obtained/will obtain GCE AL exam results,
    • TRNC nationals who completed their secondary education (high school) in a foreign country and hold a TR-YÖS result.
  • Turkish citizens or dual nationals whose first nationality at birth is Turkish (as defined in subparagraph 2 of item (a)) who studied in schools within embassies in Türkiye or in foreign high schools located in Türkiye.
  • TRNC citizens, Turkish citizens who have renounced their citizenship / Blue Card holders, and foreign nationals who will enroll in Turkish secondary education institutions starting from the 2022–2023 academic year (excluding embassy schools, international private education institutions listed in the MOBİS system, and foreign nationals brought to Türkiye under projects carried out by the Ministry of National Education).

Each year, the quotas for our academic programs are determined by the University Administrative Board and then submitted to the Council of Higher Education (YÖK) for approval. Once the quotas are officially announced by YÖK, our students are informed accordingly. Please note that these quotas may vary from one academic year to another.

Each year, tuition/contribution fees are announced in July by a decision of the Presidency. Following this announcement, our University Administrative Board sets the tuition fees specifically applicable to international students. Once finalized, these fees are officially announced by our University.

a) Application Exam – Minimum Required Score

  • ACT (American College Test): An exam held in the United States for students who wish to pursue higher education there. Applicants must have obtained a minimum total score of 21 points from the Science Reasoning and Math sections.
  • GAOKAO: An exam held in the People’s Republic of China for university admission. Applicants must have obtained at least 480 points out of 750 in the score type relevant to the applied program.
  • SAT 1 (Scholastic Aptitude Test): An exam held in the United States for university admission. Applicants must have obtained at least 550 points in Mathematics and a minimum total of 1000 points in Mathematics + Reading.

b) High School Diploma Score / High School Graduation Exam Result

  • ABITUR: German high school graduation exam. Applicants must have obtained a grade between 1–4. (Applications with Fachabitur without an entrance exam will not be accepted.)
  • Apolytirion of Lykeo / Secondary School Leaving Certificate (Greece): Applicants must have obtained a minimum score of 10 out of 20.
  • Certificat d’Enseignement Secondaire Supérieur / Diploma (previously Getuigschrift) van Hoger Secundair Onderwijs / Abschlusszeugnis der Oberstufe des Sekundarunterrichts (Belgium): Applicants must have obtained a minimum grade of 14/20.
  • Diplôme du Baccalauréat Général (France): Applicants must have obtained a minimum grade of 12 out of 20.
  • GCE AL (TRNC): Applicants meeting specified conditions may apply.
  • GCE (UK): Applicants must have at least two A-Level subjects, one relevant to the program.
  • Matura (Austria): Grade between 1–4.
  • Matura (Switzerland): Minimum grade 4–6.
  • VWO / HAVO (Netherlands): Minimum grade 6/10.

c) Foreign Student Exam (TR-YÖS)

  • Applicants must have obtained at least 250 points out of 500.

All documents must be scanned from their originals and uploaded to the application system. Documents that are not officially stamped and signed, photocopied documents, and documents sent by fax or e-mail will not be accepted. Applications submitted with incomplete documents will not be evaluated.


The following documents must be uploaded to the application system:

  • High School Diploma: The original secondary education (high school) diploma. If the diploma is not in Turkish or English, a certified Turkish or English translation approved by the Republic of Türkiye Embassies, Consulates, a Notary Public, or a sworn translator must be submitted.
  • Official Transcript: An officially approved transcript issued by the high school administration, showing all courses taken and grades received throughout secondary education.
  • Exam Result Certificate: Applicants must upload a valid exam result. SAT applicants must verify their score by logging into the SAT system during document submission.
  • Passport: A scanned color copy of a passport showing the nationality of the international student applicant, valid for at least six (6) months.
  • Photograph: A passport-size photograph (50 mm × 60 mm in size, taken against a plain white background, within the last 6 months).
  • Blue Card: Applicants holding a Blue Card must upload scanned color copies of both the front and back sides.
  • Full Civil Registration Record (Vukuatlı Nüfus Kayıt Örneği): For dual nationals or naturalized Turkish citizens.
  • GCE AL Result Certificate: Applicants who are TRNC nationals or dual nationals.

Your application will be reviewed and either approved or rejected based on compliance with the relevant regulations. Applicants whose applications are approved can make up to 3 program choices through the system. The system then automatically ranks and places applicants based on their preferences and eligibility criteria. Both the applicant’s choice order and compliance with the requirements are taken into account during the placement process.

LANGUAGE REQUIREMENTS

The Turkey Foreign Student Admission Exam (TR-YÖS) is an exam that international students who wish to study at higher education institutions in Turkey can take. The results of this exam can be used when applying for admission to these institutions.

  • To apply, you must be in your final year of high school or have already graduated from high school.
  • The TR-YÖS is offered in Turkish, German, French, Russian, and Arabic.
  • The exam results are valid for 2 years from the exam date.

Eskişehir Technical University Turkish Language Teaching Application and Research Center (ESTÜ TÖMER) is an academic unit that organizes educational programs and language exams to help international students achieve Turkish language proficiency. The education and exam processes at the center are conducted according to the regulations approved by the University Senate.


At ESTÜ TÖMER, Turkish language education is provided based on the Common European Framework of Reference for Languages (CEFR) at the following levels:

  • Basic Level: A1 – A2
  • Intermediate Level: B1 – B2
  • Advanced Level: C1 and Academic Turkish

Programs are designed to develop students’ reading, listening, speaking, and writing skills in a balanced way.

Who Can Apply?

The following candidates can apply to ESTÜ TÖMER programs and exams:

  • International students enrolled at Eskişehir Technical University
  • Students and academics coming under inter-university agreements
  • International candidates who wish to improve or certify their Turkish proficiency

Students enrolled in programs where the language of instruction is Turkish, or partially Turkish, but who do not have a Turkish proficiency certificate, must take the Turkish Proficiency Exam at the beginning of their education.

Turkish Proficiency Exam

The Turkish Proficiency Exam measures students’ Turkish language level and assesses four main skills:

  • Reading (25%)
  • Listening (25%)
  • Speaking (25%)
  • Writing (25%)

Students who achieve the required proficiency level are exempt from Turkish preparatory courses and can start their registered program directly.

Who Can Take the Exam?

  • International students enrolled at ESTÜ
  • Students enrolled at ESTÜ with a YTB scholarship
  • International candidates who wish to obtain a Turkish Proficiency Certificate

Duration of Education and Attendance Requirement

Students who do not have sufficient Turkish proficiency are required to reach the required level within a maximum of 1 academic year. During this period, students are considered excused from their registered program.

Attendance is mandatory for each course. If absenteeism exceeds 20% of total course hours, the student is considered unsuccessful and must repeat the same level.

Certificate

Students who successfully complete the program are awarded a Turkish Proficiency Certificate, which demonstrates their level of Turkish language proficiency.

REGISTRATION INFORMATION

a. Tuition-Paying Students

  • TRYÖS Placement Result Document
  • Application Form

  • “Multiple Citizenship Registered Population Registration Certificate” for candidates who are dual citizens with one nationality being Turkish
  • Original High School Diploma and its Turkish translation
  • High School Equivalency Certificate
  • Bank receipt showing the payment of Tuition Fee/Contribution Fee (except for candidates whose Contribution Fee will be covered by the Presidency’s budget)
  • 6 biometric color photographs (size: 4.5 × 6.0 cm)
  • Placement exam result document (TRYÖS / SAT)
  • Candidates admitted to programs with Turkish as the language of instruction must provide proof of Turkish language proficiency at level C1 according to the Common European Framework of Reference for Languages (CEFR), obtained from either:
    • “Turkish Proficiency Test” administered by Eskişehir Technical University Turkish Teaching Application and Research Center (ESTÖMER), or
    • “Turkish Proficiency Exam (TYS)” administered by Yunus Emre Institute, provided that the certificate is still valid.

b. Students with Scholarships

  • Admission Letter

  • TÖMER Certificate
  • Declaration regarding residence (After the registration process is completed, the candidate must apply to the Provincial Directorate of Migration Management with the Student Certificate, obtain a Foreign National Number provided by the unit, and submit the Residence Permit to the unit for use during the period of study.)

Student Registration Steps:

  • Check Registration Dates: Make sure to register within the dates specified in the academic calendar.
  • Submit Documents: Provide all required documents to your department/unit.
  • Verification: The Student Affairs Office reviews your documents.
  • Department Approval: Your department/unit confirms your registration.
  • Completion: Your registration is officially recorded, and enrollment is complete.

The amount determined by the decision of our University Board and loaded to the student through the Student Automation System is displayed in the student's account and can be paid via ATM or mobile banking.

For residence permit, the student must make an appointment via the Provincial Directorate of Migration Management website and apply to the Student Affairs Department with the relevant documents. The required documents are listed below:

  • Residence permit registration/application form (signed in wet ink by the student)
  • Passport or an equivalent document (original seen and verified)
  • Document proving student status
  • 4 biometric photographs
  • Valid health insurance (either General Health Insurance (GSS) or private health insurance covering the residence permit period)
  • Document showing the address where the student will reside:
    • If living in their own home, a copy of the title deed (for extension applications, a “residence certificate and utility bill” is sufficient)
    • If renting, a notarized copy of the rental contract
    • If staying in a hotel or similar accommodation, a document proving the stay
    • If staying in a student dormitory, a document proving dormitory residence
    • If staying with a supporter, a notarized declaration from the supporter (if the supporter is married, the spouse’s notarized declaration is also required)
  • Receipt proving payment of the residence permit fee
  • For foreign students under 18; those entering with visa exemption or a different type of visa: a document showing parent/guardian information (birth certificate, family record, etc.) and a consent form issued by the parent/guardian/legal representative (for students entering with the appropriate visa (student visa), the consent form and parent/guardian information documents are not required)

Fingerprints

If this is your first residence permit application, after submitting your documents to our office you must go to the Provincial Directorate of Migration Management or the mobile Migration Unit on our campus to give your fingerprints.

Address Registration

If this is your first residence permit application, you must register your address within 20 days after receiving your Residence Permit Card. If you move to a different address, you must report an address change within 20 days from the moving date.
